Floats, inflatable toys and even pool noodles "aren't intended to help prevent children from drowning," said Emily Samuel, program director for Safe Kids Worldwide. She recommended that parents and caregivers assign a Water Watcher to "keep an eye on kids in the pool – especially weak or non-swimmers – and ensure young kids stay within arm's reach of an adult."
